Transformation of the municipality of Asunción into a Government through decentralization, autonomy, and Paraguayan constitutional reform

Resumen


La descentralización y autonomía son ejes fundamentales en las reformas institucionales de América Latina para fortalecer la gobernanza local. Debido a esto, la presente investigación tuvo como objetivo analizar las formas en que la descentralización y la autonomía pueden posibilitar la elevación del rango del municipio de Asunción al de Gobernación. Se empleó un enfoque cualitativo, mediante un estudio de caso único que analizó documentos legales y académicos a partir de muestreo teórico y procesamiento con Atlas.ti. Los resultados reflejaron que la descentralización fue la categoría predominante (35,5 %), seguida de municipio (27,6 %) y autonomía (20,4 %), lo que evidenció su centralidad en el debate. Asimismo, se identificaron fuertes relaciones conceptuales entre descentralización y autonomía como condiciones para la transición. Se concluye que, la transformación de Asunción en Gobernación requiere descentralización efectiva, autonomía fortalecida y reformas legales para mejorar la gestión pública y la participación ciudadana.

Abstract

Decentralization and autonomy are key pillars of institutional reform in Latin America, aimed at strengthening local governance. This study analyzed how decentralization and autonomy could facilitate the elevation of the municipality of Asunción to the status of a Governorate. A qualitative, single-case study design was employed, examining legal and academic documents using theoretical sampling and processed with Atlas.ti. Results indicated that decentralization was the predominant category (35.5%), followed by municipality (27.6%) and autonomy (20.4%), highlighting its central role in the debate. Strong conceptual links between decentralization and autonomy were identified as prerequisites for this institutional transition. The study concludes that transforming Asunción into a Governorate requires effective decentralization, reinforced autonomy, and comprehensive legal reforms to improve public management and citizen participation.
